I was surprised to read a recent fact check on our tweet which made its way to Facebook and firmly into the radars of an official fact checking organisation Full Fact.
Full Fact Verdict:

USA TODAY said that the claim is baseless, Amanda Russo, spokesperson for the World Economic Forum, told USA TODAY in an email. USA TODAY found no press releases on Ukraine’s official website or the World Economic Forum’s newsroom about the app’s ties to the “Great Reset.” The app also predates the announcement of the economic forum program.
The brand and the concept of the app were presented in Kyiv in September 2019, according to Ukrinform. President Volodymyr Zelenskyy announced the launch of Diia on Feb. 6, 2020 – four months before the “Great Reset” was introduced, according to the Ukrainian Independent Information Agency.
The claim builds on the baseless Great Reset conspiracy theory alleging global elites manufactured COVID-19 to advance their interests and establish a one-world government by limiting individual freedoms.

The social media posts were a copy and paste of my tweet above but they left out critical details from the underlying thread, the most important part being the article I referenced from a mobile phone app news website.
The article’s title was “In Ukraine, an air of ‘Social Credit’ with the Diia App.”
The article writes: “A model that we only knew so far in China with the famous social credit.”
“Eventually, it will soon be impossible to make an official request.”
Social Credit:
On December 19th 2021, the Ukrainian government launched a COVID-19 vaccination incentive scheme for its citizens running until the end of December 2022.
It was aimed at “encouraging people to get vaccinated against Covid-19 and supporting those sectors of the economy that have suffered the most from restrictions”
Despite the vaccine incentive, one in five Ukrainians have opted for a full course of Covid-19 vaccine, the lowest rate in Europe currently at 36%.
On March 6th, Ukraine PM Denis Shmyhal announced a ‘War-Time Economy’ with a one-off payment of 6500 UAH to employed, self employed, and other entrepreneurs who lost employment in some of the worst effected areas of hostilities.
It was translated that “the program will function by analogy with vaccination payments – that is, through the Diia application,”
What Shmyhal was referring to was that the 6500 one off payment would be provided through the same ‘ePidtrymka’ or eSupport portal, which was already used to incentivise COVID-19 vaccination.
In order to register for ePidtrymka through the Government ‘Diia’ (Action) app, one of the vital pre-requisites is proof of one’s ‘green certificate’, i.e. proving one was vaccinated against COVID-19.
The Digital Minister set out the steps to register for the ePidtrymka framework shortly after Shmyhal’s announcement.
This eSupport scheme is separate from other forms of welfare and social assistance that the Ukrainian government already had for its citizen, e.g. pensions and other monies going through banks, post offices etc.
The 1000 UAH was previously restricted in terms of how it could be spent by citizens.
A special bank card with a unique MCC code was also attached to these funds. ‘Credits’ could only be spent on domestic railway tickets, flights, cinemas, theatres, concerts, gyms, bookstores, pharmacies.
The way in which credits could be spent, either the 1000 or 6500 UAH, became unrestricted by the Digital Minister on 8th March.
The registration process for ePidtrymka completed shifted from late March, where the focus is now entirely on the one off war payment and how to receive it.
COVID-19 vaccination status does not currently appear to be a pre-requisite anymore, but there remains a special bank card linked to payments.
On 21st March, Denis Shmyhal announced a monthly allowance of 2000 UAH for displaced Ukrainians. This is ‘for all citizens who moved from areas of active hostilities.” The payment will be made through the Diia app and then will be credited to citizens bank accounts.
The UBI element and back-end is already there. If the Government can issue a specific digital or physical bank card via the Diia app and control how citizens spend credits, then you have a social credit application.
At no point did we claim the Diia app is a social credit system like the one in China.
the 4th Industrial Revolution:
“What the Fourth Industrial Revolution will lead to is a fusion of our physical, our digital, and our biological identities.” — Klaus Schwab, WEF.
The Fourth Industrial Revolution’s promise is a seamless integration of digital technologies to make our lives better. Secure, effective, convenient, private, and inclusive digital identities would help enable that integration.
The Fourth Industrial Revolution has also been characterized as a fusion of technologies that is blurring the lines between the physical, digital, and biological spheres.
Connection between 4IR & Digital ID:
According to a WEF insight report on digital identity from 2018: “Our identity is, literally, who we are, and as the digital technologies of the Fourth Industrial Revolution advance, our identity is increasingly digital.
And from the WEF article: What is the fourth industrial revolution? “The Fourth Industrial Revolution represents entirely new ways in which technology becomes embedded within societies and even our human bodies.”
Thus our digital identities are a core part of the material makeup of the 4IR future.
Also take this report from May 22, 2017, in the enabling a sustainable Fourth Industrial Revolution and how the G20 countries could create the conditions for emerging technologies to benefit people and the planet.
The document states that the G20 countries should recognise and support the work being done to give every person in the world a unique digital identity as part of the 4IR.
The document wrote: “There is currently an initiative that directly addresses the UN sustainability goal 16.9: by 2030, provide legal identity for all, including birth registration”.

Next take this video posted on 5th September 2019 by the WEF: The Power of Digital Identities which links the 4IR with Digital Identities:
In 2016 the WEF wrote what this would mean for us.
And on the impact on regular people, they wrote: “The Fourth Industrial Revolution, finally, will change not only what we do but also who we are.”
Interestingly the page also writes that: “Debates about fundamental issues such as the impact on our inner lives of the loss of control over our data will only intensify in the years ahead.”
The 4IR is intrinsically linked with our digital and bilogical identities and these digital apps like Diia are a part of this wider technological agenda.
the Great Reset:
A Great Reset is a reimagining of the global system by developing a human-centric economic systems, [Digital ID] prioritizing sustainable use of resources, making sure that Industry 4.0 [4IR] technology serves the common good [Biometrics, Blockchain, 5G etc.], and create a new global financial architecture – [CBDC].
For many The Great Reset is the Fourth Industrial Revolution, in which a Digital Identity is the underlying lynchpin.
The Great Reset came into premonition during the Covid times with the famous quote: “The pandemic represents a rare but narrow window of opportunity to reflect, reimagine, and reset our world.” – said Professor Klaus Schwab, Founder and Executive Chairman, World Economic Forum.

The WEF talks about harnessing the 4IR to drive forward the “Great Reset” agenda and it writes:
Finally in “In Digital Identity Ecosystems: Unlocking New Value 2021:” It wrote:
Everything we see happening on the world stage is geared toward two things – The creation of a digital global ID which is part of the 4IR and the creation of a digital money system (CBDC), these are elements of the Great Reset and the WEF have been pushing for both.
This year, the WEF produced a 46-page report Advancing Digital Agency: The Power of Data Intermediaries explaining its plans for a worldwide unifying digital data management policy.
And according to the Think Digital Partners website: Under these digital ID plans the WEF would centralize all our identity data:
“Effectively, globally positioned central databases would pull together the Internet of Things (IoT), the Internet of Bodies (IoB), and global e-commerce data, among other data points, as it relates to business and personal information.” – wrote Christine Horton on 4th March 2022.
Fact checkers like Full Fact like to claim that the Great Reset is a post-COVID economic recovery plan, but the Great Reset agenda predates the pandemic by many years:
The unelected globalist Great Reset agenda to revamp society and the global economy, was in fact, planned long before COVID even began.
TruthTalk Fact Check:
Digital identities are a core element of the 4IR, and the Great Reset’s ‘final priority’ is to “harness the innovations of the Fourth Industrial Revolution” and that includes our digital and biological identities.
We can see that Ukraine is directly enacting central pillars of the ‘Great Reset’ check list and 4IR elements even before the war started.
The caveat here is Ukraine is not an isolated case but it’s happening in-lockstep worldwide.
Maybe an accurate title to the fact check should read: “Ukraine is enacting WEF 4IR Digital Identity Transformation with their Diia App.” And that the social credit element of the Diia app is what the french article wrote: “It’s an air of social credit”.
